Can Microsoft Copilot make phone calls?
Short answer: Not to a business on your behalf. Microsoft documents Copilot in Teams Phone as help during calls you make, and the personal Copilot app has a fixed list of connectors. To get an agent that calls, add CallForMe's MCP server to a Copilot Studio agent, or use ChatGPT or Claude with CallForMe.

The short answer
Microsoft Copilot doesn't call a business and handle the conversation for you, going by Microsoft's own documentation as of November 2026. What exists depends on which Copilot you mean.
| Copilot | What it does with phone calls | Can it call a business with CallForMe? |
|---|---|---|
| Copilot app (personal account) | Nothing documented | No custom connectors listed. Use another agent |
| Copilot in Teams Phone | Helps during and after your own calls | No, it doesn't place calls |
| Copilot Studio agent | Whatever tools you give it | Yes, through MCP (steps below, untested by us) |
| Microsoft 365 Copilot declarative agent | Whatever tools you give it | Yes, through an MCP plugin (a developer task) |
| GitHub Copilot in VS Code | Coding, plus MCP tools | Yes, one command |
What Copilot in Teams Phone does
Microsoft's support page describes Copilot capturing key points, task owners and next steps, listing action items when you ask, and drafting notes when you transfer a call. For use during and after a call, you turn on transcription and recording. You make the call and you do the talking.
Why the personal Copilot app can't do it
The connector list for personal accounts covers OneDrive, Outlook.com, Google Drive, and Gmail, Calendar and Contacts. Those let Copilot read your files and mail. The page shows no way to add your own server, so there's nowhere to plug in a phone tool.
If you're on a personal account, the short route is ChatGPT or Claude. ChatGPT adds CallForMe from its plugin directory on any plan, and Claude takes one URL as a custom connector.
Add calling to a Copilot Studio agent
Copilot Studio agents can use tools from MCP servers. CallForMe is an MCP server whose tools place real calls to US and Canadian businesses. These steps follow Microsoft's guide to connecting an existing MCP server.
- Turn on generative orchestration for your agent. MCP doesn't work without it.
- Go to the agent's Tools page, select Add a tool, then New tool.
- Under Create new, select Model Context Protocol.
- Set Server name to CallForMe and Server URL to
https://callforme.tel/mcp. - For Server description, write what it's for, since the agent reads this to decide when to use it: "Places phone calls to US and Canadian businesses, works phone menus, waits on hold, and returns answers and a transcript."
- Choose OAuth 2.0, then Dynamic discovery, then Create.
- On Add tool, select Create a new connection, finish the sign-in tab, then select Add to agent.
Sign-in asks for no email or card. If CallForMe's Connect page warns that the app's name doesn't match where it sends you, go ahead only if you started this connection yourself.
If OAuth won't connect
Create a key on the account page, choose None for authentication, and use https://callforme.tel/mcp/k/<your key> as the server URL. Everyone who uses that agent then spends the same balance, so keep it to agents only you use.
Get it into Teams and Microsoft 365 Copilot
Publish the agent, then add the Teams and Microsoft Copilot channel with Make agent available in Microsoft Copilot selected. See agent in Teams installs it, and in Copilot you type @ and pick it from the list. Publishing needs a paid license; a trial can only use the test chat.
Your organization's data policies can block this, since they also govern MCP servers. Ask your admin if the connection is refused.
The developer route: a declarative agent
Developers can reach Microsoft 365 Copilot directly. In VS Code with the Microsoft 365 Agents Toolkit, select Create a New Agent/App, Declarative Agent, Add an Action, then Start with an MCP Server. Enter https://callforme.tel/mcp and pick OAuth (with dynamic registration). Your tenant needs custom app upload and Copilot access turned on.
A first prompt
Add this to your agent's instructions, so it follows the call to the end: "After placing a call, keep checking it with get_call until it ends, then report the answers."
Then try a fictional demo business. It's free and needs no card, up to 6 calls a day:
Call Maple Street Pizza at (469) 770-7412 and ask how long a large pepperoni takes for pickup and what it costs.
The first call to a real business returns one setup link. You open it, see the call about to be placed, and add $5. After that it costs $1 per answered call including the first 2 minutes, then $0.40 a minute, and nothing when nobody answers. See pricing.

Questions
Can the free Copilot app add CallForMe?
Not that we can find. Microsoft's connector page for personal accounts lists OneDrive, Outlook.com, Google Drive, and Gmail, Calendar and Contacts, with no option to add your own. Use CallForMe from ChatGPT or Claude instead.
Does Copilot in Teams Phone place calls for me?
Microsoft's support page describes it helping during and after calls: key points, action items, transfer notes and a recap. You still place the call and do the talking. It's included with a Microsoft Copilot license.
Have you tested CallForMe in Copilot Studio?
Not as of November 2026. The steps on this page come from Microsoft's Copilot Studio docs and CallForMe's published connection options. We've run real calls from Claude Code, Codex, Gemini CLI and ChatGPT.
Do I need a license to build this?
Yes. Microsoft says creating agents needs a Copilot Studio tenant license plus a user license. A trial lets you build and use the test chat, but it can't publish. The Teams plan is limited to classic orchestration, and MCP needs generative orchestration.
Is this the same as GitHub Copilot?
No. GitHub Copilot is a separate product for coding. It takes MCP servers directly in VS Code, so it has its own setup steps on our VS Code page.
